Too Senseless to Fail ...
Planning Commission postpones its site plan and special use permit decisions until ZBA action is completed.
The ZBA is without authority until decisions are brought for appeal. (hence the name Zoning Board of Appeals)
While the phrase dumber than a pail of rocks comes to mind; commissioners prefer 'that makes no sense'.
