Ignore and Compound

A request earlier this year, to convert a building located in an office service zoning district to residential duplex use (SUP-10-04), illustrates administrative inefficiencies introduced when city officials determine to violate ordinance provisions.

City officials understand the request requires a special use permit and include SUP-10-04 among public hearings scheduled for May 6, 2010 planning commission meeting.

May 6, 2010 - the planning commission proclaims a residential duplex in an office service district does not require a special use permit and suggests applicant withdraw the request. Confusion had caused city officials to understand 'All uses as permitted and regulated in' to mean 'All uses as permitted and regulated in'.

September 27, 2010 - five months, multiple meetings, discussions, drafts and memos later, the Mt. Pleasant, MI city commission completes legitimizing ordinance violation by adopting text changes highlighted in the After column.

City officials determined to subvert the ordinance for what purpose -

  • Bloat ordinance text, more is better
  • Justify increasing city staff to include redundancy reduction specialist

(B) Principal uses permitted. In an office service district buildings and land shall be used for one or more of the following specified uses unless otherwise provided for in this chapter:
